Since one of the recent upgrades to Outlook for Mac 2016 (running version 15.17.1), when I open my Outlook program it is unable to connect immediately to Comcast email server. It also shows in bottom right of screen: 'Connecting securely to smpt.comcast.net.' (Never got the 'securely language previously.) After multiple tries (usually by me manually selecting 'sending/receiving' it may connect and send and receive emails. This delay has never occurred before the latest upgrade to Outlook for Mac 2016. My internet connect is otherwise robust and without delay or problems. My iPhone mail program instantly connects with the Comcast account and downloads emails.
